Public Hearing: Consideration for Non-Quota Limitations (NQLs) for Polar Bears in the NMR and EMR

NOTICE – ᑐᓴᕐᑕᐅᑎᑦᓯᒍᑏᑦ

Notice is herein provided on September 17, 2024 that the Nunavik Marine Region Wildlife Board (NMRWB) and Eeyou Marine Region Wildlife Board (EMRWB) are holding in-person hearings on the issue of the need for the establishment of Non-Quota Limitations (NQL) for polar bears in the Nunavik Marine Region (NMR) and the Eeyou Marine Region (EMR) including the  Cree / Inuit Offshore Overlapping Interests Area.  

The hearing will be split into two phases to facilitate effective and meaningful participation.  

**NOTE: that there will be an option to attend virtually for both Phase 1 and 2.

Hearing Information

PHASE 1: NMRWB – November 2024

With participation of Nunavik communities inside of the NMR (ie. excluding Joint zone, Inuit Zone, Cree Zone) and relevant parties. 

Date: November 5-8, 2024.           

Location: Montreal, Quebec

– Request can be made for official party status by October 11 at 5pm.
– Parties can provide additional documented information for hearing registry.

PHASE 2: NMRWB/EMRWB Joint – February 2025

This will include all the communities in the overlap area. The 7th will be reserved for the parties from the Cree Zone 

Date: February 4-7, 2025.

The second phase will be held in Kuujjuaraapik / Whapmagoostui from February 4 to 7, 2025. The second phase will be in collaboration with the Eeyou Marine Region Wildlife Board, focusing on southern Hudson Bay.

  • February 21: Questions for parties due.
  • February 24: Questions sent out to appropriate parties by the boards and posted on the hearing record.
  • March 14: Responses to questions due.
  • March 17: Responses posted on the hearing record.
  • May 9: Closing statements for Phase 1 and 2 due. 
  • TBD: Completed hearing record posted on both the NMRWB and EMRWB websites.
